Grants continue for rehabilitation centres for the blind

Rehabilitation centres for the blind receive subsidies to continue their work


Representatives of the All-Russian Society for the Blind (ARSB) announced the possible cessation of the work of their rehabilitation centres and subsidiaries due to funding difficulties linked to the extension of their federal budget subsidies. According to the Ministry of Labour and Social Protection, grant agreements have been drawn up and sent to the organisation.

Earlier the ARSB, which on 6 April celebrated its 91st anniversary, reported that it was in a difficult situation. Its rehabilitation centres and subsidiaries were forced to suspend their work on 1 April 2016 due to the introduction of new procedures for the provision of federal budget subsidies.

According to a statement from the Ministry of Labour,Ā grant agreements were drawn upĀ after ARSB-affiliated organisations modified their programmes in line with new regulations on federal budget support for non-profit organisations, approved by Government Resolution 5 dated 15 January 2016.

These agreements were passed on 4 and 5 April to the ARSBā€™s rehabilitation centres, the Russian School for Guide Dog Training, the Culture and Sport Rehabilitation Centre, the M A Likhodey Rehabilitation Therapy Centre for Soldiers and the dog training centre ā€˜Dogs – Helpers for the Disabledā€™.

The ministry stressed that in view of the agreements concluded organisations should open individual accounts in the territorial bodies of the Federal Treasury. This largely depends on the organisations, butĀ the Ministry of Labour is prepared to provide assistance to grant recipients.

Accounts are usually set up within three to five days of the submission of all required documents.Ā Funds are transferred to organisations on the day the Ministry of Labour receives confirmation of the opening of an account.

In response to statements by representatives of the ARSB about a lack of information, the ministry notes that the grant size is stated in the agreements.Ā Organisations which have only just concluded agreements and which set up accounts will receive funds immediately for the first and second quarters of 2016.

According to the ministry, NGOs which have submitted information about the opening of an individual account have already received funds for the first quarter of 2016.

ā€œWe also confirm that information in the media about the alleged reduction of subsidies by 50% in 2016 is untrueā€, emphasises the Ministry of Labour and Social Protection.
