Reform of Russian neuropsychiatric units planned for 2016

Concept for the reform of neuropsychiatric institutes to be developed in 2016

The Minister of Labour and Social Protection, Maksim Topilin, announced the reforms at a meeting of the Board of Trustees of the Foundation for the Support of Children in Difficult Life Situations.

According to the head of the Ministry, the new model of neuropsychiatric institutes will be implemented in two or three pilot regions.

ā€œI have set colleagues in the Ministry the task of developing a concept for the systemic reform of neuropsychiatric institutes by the end of the year. We have already begun discussions with civil society organisations, focusing on improving the level of services in these facilities and the socialisation of residentsā€, said Topilin.

The Foundation for the Support of Children in Difficult Life Situations will participate in creating the concept. The Minister noted the organisationā€™s experience in implementing projects providing social support to families with disabled children.

In February 2016 the Ministry of Labour and Social ProtectionĀ in conjunction with the expert community developed and approved the concept of early intervention for children at risk, with disabilities or genetic disorders.

BACKGROUND

Neuropsychiatric institutes are residential institutions providing care to those suffering with mental health problems who have lost part or all of the ability to care for themselves and who are in need of constant care and supervision.
